Can I start a track midway through?

Yes, you can change the position of a track that is currently playing in PlayIt Live by using the Seek function on the player.

While a track is playing, the progress bar is displayed at the top of the player showing the current position in the track. To change the position, tick the Seek checkbox to the left of the progress bar, then click the position on the progress bar where you would like playback to jump to. The Seek checkbox is there to prevent the position of the track from being changed accidentally whilst on air.

If you want a track to always begin from a specific point each time it is loaded, you can instead set the Cue In point on the track. This is done via Manage > Tracks, editing the track, and using the Set button on the Cue In controls while listening to the track. The track will then always start from that position when loaded into a player.
