Do not treat missing monitored folder as empty monitored folder
I would like an option to prevent a missing monitored folder being treated as if all the files in the folder were deleted. If a monitored folder becomes temporarily inaccessible due to a hardware or network problem, the scan process for that monitored folder should be skipped.
